If the amount of force was reasonable, it doesn't matter that the officer's intentions were bad. But the reverse is also true: if the officer had good intentions, but used unreasonable force, the excessive force claim will not be dismissed.
Failure to Intervene
Officers have a duty to protect individuals from constitutional violations by fellow officers. Therefore, an officer who witnesses a fellow officer violating an individual's constitutional rights may be liable to the victim for failing to intervene.
What to do!
Remain CALM!
You don't have to agree to a search. Say, "I do not consent to a search."
Ask, "Am I free to leave?"
If you are free to leave – leave calmly.
If you are not free to leave. Ask "Am I being arrested?"
If you are arrested, remain clam, ask for a lawyer immediately.
The answer to all questions is "I want an attorney."
- The police must have a reasonable suspicion – meaning a clear, specific and unbiased reason for suspecting that you committed, are committing, or are about to commit a crime.
- They cannot stop you simply because you "look suspicious."
Think your rights have been violated, file a written complaint with police department internal affairs division or civilian complaint board, or call the ACLU hotline, 1-877-6-PROFILE.

Before any officer takes the Law Enforcement Oath of Honor, it is important that he/she understands what it means. An oath is a solemn pledge someone makes when he/she sincerely intends to do what he/she says.
Honor means that one's word is given as a guarantee. Betray is defined as breaking faith with the public trust. Badge is the symbol of your office. Integrity is being the same person in both private and public life. Character means the qualities that distinguish an individual. Public trust is a charge of duty imposed in faith toward those you serve. Courage is having the strength to withstand unethical pressure, fear or danger. Accountability means that you are answerable and responsible to your oath of office. Community is the jurisdiction and citizens served.
There are two issues related to broadcast journalism that are subject to Commission regulation: hoaxes and news distortion.
Hoaxes. The broadcast by a station of false information concerning a crime or catastrophe violates the FCC's rules if:
the station licensee knew that the information was false,
broadcasting the false information directly causes substantial public harm, and

1) LA police used the same building targeted in the San Bernadino attack as a stage for active shooter drills carried out every month! As the police raid began, one staffer from inside the building actually tweeted, "drill started."
2) What are the chances that a SWAT team just happens to be in the general area, within two blocks, doing a drill are 'ready to roll' and don't make it to the scene in time to catch the shooter(s) on scene.

I never really paid attention to this story as I put it down to dumb kids, lax parenting, bullying, etc... But after reading the FBI 'report' I am not so sure! This has all the signs and similarities of a government engineered shooting.
1) The 'teacher' interviewed managed to remember very specific information about one of the 'shooters' but didn't recognize him.
2) If the 'shooters' were inside the school how did they manage to shoot a plate glass window from outside?
3) An interview with one of the student 'witnesses' who also proclaims he didn't recognize the shooter; most students will recognize a fellow student even if they don't know their name!
4) Some main stream media stations claimed 39 people were killed or injured some reported many less
These devices, when used near airports, should be regulated just like any other aircraft at the facility.
